3C-REN Incentives Help Advance Valentine Road Apartments

3C-REN is proud to be a partner in the Valentine Road Apartments project, Ventura County’s largest Homekey initiative. It is transforming a former 142-room hotel into 134 energy-efficient studio apartments for individuals experiencing or at risk of homelessness. Recently, the project celebrated a major milestone with the unveiling of its first renovated units, marking an important step forward in the region’s efforts to provide permanent supportive housing. Led by the Housing Authority of the City of San Buenaventura (HACSB), this $32 million development was made possible through the largest Homekey award in the history of both the City and County of Ventura and reflects what can be achieved through collaboration among local, state, and nonprofit partners.

In addition to addressing the urgent need for housing, the Valentine Road Apartments will be making all units electric. With significant efforts to make energy efficiency upgrades, 3C-REN will be supporting these efforts through its Multi-family Home Energy Savings program. 3C-REN is providing a $286,000 incentive to be distributed after installation is complete. Through this funding, 3C-REN is supporting the installation of a central heat pump water heating system, including pipe insulation and a variable speed recirculating pump, along with LED lighting and electrical upgrades. The project has also secured a $413,422 rebate reservation from the state’s Low-Income Weatherization Program (LIWP) for the heat pump water heating system and lighting. Solar power and battery storage systems are planned as well, with additional incentives expected through LIWP. These improvements will lower energy use, enhance indoor comfort, and reduce utility costs for residents.

As of July, 63 apartments are move-in ready, while the remaining units are under construction and scheduled for completion by January 2026. Residents will have access to comprehensive on-site services coordinated by HACSB, Ventura County Behavioral Health, and other providers, including case management, mental health resources, and employment assistance. These services are designed to promote long-term stability and support residents as they transition into safe, permanent homes. The Valentine Road Apartments will provide 134 households not just with shelter, but with the stability, resources, and modern energy systems needed.
